User with encrypted /home dir cannot login into KDE.

Users without encrypted home can login to KDE normally.
If user with encrypted home logins using tty first - then KDE login works as expected.

It seems that the graphical login is unable to mount home dir before starting KDE session.

Leap 42.3 Standard, default KDE instal on Skylake Intel i5 laptop.

Known problem, see bug#954419
(there's also a workaround mentioned there)
