as suggested by Max Staudt in comment 42 in bug 1047307, I report this issue here, he said that's a GNOME issue: On the external monitor (non-HiDPI) scaling is too big. Internal monitor of the laptop is 4k (HiDPI). GNOME does not adjust scaling to the individual screen regarding HiDPI (or not).

Yes this will not be fixed until wayland instead of xorg is used I'm afraid.
Closing as wontfix as there is no way this is happening for Leap 42.x
