Hello
After upgarding to 20171022 release upower was removing and Power saving settings and other components doesn't work. Manual installation upower solve the problem.
Why did you remove it with 20171022 upgrade?

upower has not been removed and is still present in the repositories:

Please attach your /var/log/zypp/hostory file fur further analysis

Sorry it was my mistake
It seems it was deleted automatically when i removed libreoffice
