pwlib fails to build with openssl 1.1

imho, pwlib is deprecated and obsolete, and should be removed.

This dep tree would be affected (looking at TW, should not be different in Leap):


pwlib :
   openh323 : (This project has been superseded by OpalVoip, as per homepage)
     openam
     yate

NEEDINFO bugowners of those packages to see if the drop is ok for them

Drop is also ok from my side.

I just made a SR to build yate without support for openh323 so we can drop openh323 too.

pwlib is marked for removal from Tumbleweed; this won't be fixed to build with openssl 1.1
