Could you check whether nopti boot option makes the system working again? If yes, please test the kernel in OBS Kernel:stable repo, too. How to add "nopti" option on boot? Press "e" at GRUB screen, then it will allow you editing the lines. Append the word nopti to the line starting "linux /boot/vmlinuz.....", then press Ctrl-X or F10 to continue booting. Seems kernel 4.14.11 works fine with "nopti" option think you need to set it by default for AMD processors. OK, then could you check whether the kernel in OBS Kernel:stable repo works without nopti option? Will stay on 4.14.9 for now Bad Tumbleweed repos do not contain old packages versions for kernel and other applications for such cases.
