After booting up the latest OpenSUSE Tumbleweed snapshot ISO on UEFI, I select "installation". At that point, the green bar(s) at the bottom begin to load. Once they are all almost complete, except for one which is complete, my capslock key begins to flash and that indicates kernel panic.

Did you see any kernel stack trace?

Such a problem at the early stage is often due to the graphics driver.  Please try to install with nomodeset boot option.
