Plasma unable to boot. Working Konsole window and Latte, two kdeconnectd messages. No panel and no desktop

I faced a major issue with all releases after 20190514 dist-upgrade.
Plasma will not boot correctly: KWin starts, but I see only windows and black void in place of desktop and panels. Latte dock also works correctly.
kdeconnetd throws a message that says that it didn't manage to start due to segmentation fault error.

I managed to pinpoint the faulty package and it is openssl (more like libopenssl1_1). Other packages upgrade without issues. I don't really know what might cause it, how it is even possible and I didn't manage to find anything suspicious in journalctl.

Because of this issue I am unable to switch to releases newer than 20190514. I attach a screenshot of the current behavior.
