A similar problem have been encountered for x86_64 and has been fixed in February. See Bug #1124467

Not sure if it is related or not, but I have the following error while upgrading an aarch64 Tumbleweed to latest snapshot: 

Downloaded data exceeded the expected filesize '153.0 KiB' of 'http://download.opensuse.org/ports/aarch64/tumbleweed/repo/oss/aarch64/python3-cairo-1.18.0-1.2.aarch64.rpm'.

This error will be fixed in next snapshot and is unrelated to current bug.
