Leap 15.1 aarch64 network is broken on openQA when we do not use QEMU_VIRTIO_RNG=1 option.

In openQA, network is ok on 1st boot but broken after a reboot.

afaerber suggested that it could be related to bsc#1134351, which required a haveged fix to workaround updated udev starting to block on some rng op.

I started a test without RNG on Leap 15.2 for JeOS and it passed properly:
