ping6 was merged into ping in s20150815 release.
And since then it's requested by upstream to be a symlink to ping,
which we do since s20160308 (boo#1017616).

PR solving this was prepared (fixing more than this bug):

Removal and cleanup of permissions is fine with the security team. Tumbleweed
indeed does indeed have the /usr/bin/ping6 -> /usr/bin/ping symlink. There's
nothing else to check here I guess.
