It's from efifb io mapping and it's merely a kernel warning about mapping the RAM pages, so no real Oops.

In general, the recent AMD chip isn't fully supported with Leap 15.1 kernel, and you'll certainly have a better chance with Leap 15.2 kernel.  You can install Leap 15.2 kernel on top of your system and see whether it works better.

Yes, I agree it is not a proper "oops", but I don't know how to call it. It just says "cut here", not even a "please report this" ;-)

You'd better keep using kernel-default.  kernel-preempt is usable but not supported for Leap for now.

And about the kernel warning: it's rather suspected as a BIOS firmware bug.  The BIOS should have declared the region properly.  So I'd recommend you to upgrade your BIOS if available.

For some unknown reason, when told to update to newer packages on repo, it chose the preempt instead of default. I noticed when booting.

I'll force back. [...] It appears that Kernel-syms requires kernel-preempt and thus installs both default and preempt. And the preempt goes first in the default grub2 menu.

As said, better to test with kernel-default instead of kernel-preempt.  But the problem with efifb will likely remain with kernel-default, though.

Although this appears more like a BIOS firmware bug that exposes the incorrect memory maps, I reassign the bug to our ACPI expert.

Could you please provide dmesg with the following kernel parameters?
    debug loglevel=9 efi=debug

The most important is efi=debug, it will print out the EFI memory map. On the other hand, please also provide ACPI dump:

 # acpidump > acpidump.raw

You can also try to reserve the memory region for driver. Add the following kernel parameter:
    memmap=0x300000$0xe0000000

For grub2, it may needs escape character:
    memmap=0x300000\$0xe0000000
