The `proposal_settings_editable` control option was added during the transition to storage-ng to give the option to the CaaSP developers to prevent user access to the Guided Setup.

With the storage-ng proposal there is a better way than just locking access to the whole wizard, since it's possible to decide which parts should be configurable and which don't.

But now it looks like nobody is setting `proposal_settings_editable` to false nowadays, since everyone understood the new way is better and more flexible. So let's kill that option completely.
