Does the combo of the old kernel and the new ucode also hang? I'm testing the new ucode with Leap 15.2 kernel and the upstream 5.7, and it seems booting fine on the similar Dell model (E7270, the same CPU). I could reproduce the hang on Leap 15.1 kernel. Both the previous release and the one in leap-15.1/test hang up. And, Leap 15.2 (both the released one and KOTD) booted fine with the latest ucode (taken from 15.1 package). This is a weird bug. I booted Leap 15.1 kernel without quiet boot option, then it booted fine with the new firmware. It's no problem of plymouth, as I kept splash=silent option and it ran even though the kernel message flowed. Maybe some timing issue? After hitting "return" in the grub menu the system hangs forever at "Loading Initial Ramdisk". Using the previous kernel seems to improve the situation, but I am not 100% sure whether or not the old image contains the old microcode. Downgrading ucode-intel to the previous version fixes this error. Please let me know if I can support to debug this furthermore. I found the solution regarding ucode-intel downgrade on the web, so this is an issue hitting others as well. But it happened only at a warm reboot, and a cold start worked fine again. So, the new ucode is definitely buggy. On my X260 it does not depend on warm or cold boot, the new kernel hangs almost always.
