Setting up a new wireless connection (i.e., for my home wifi after a fresh install) through the menu in Gnome Shell asks for a root password to edit connections for all users.

Don't know if the correct solution is getting Gnome Shell to just modify the connection for the local user similarly to how Plasma works, or if it's to modify PackageKit upstream, but connecting to a network shouldn't require root password.

Seems we lost a patch whlie preparing GNOME 3.38; it was temporarily disabled to get a rebase, but when it was rebased, it was forgotten to be re-enabled.

Just enabled the patch, will submit it into the test queue
