From Max: remember that Adrian added 15 sp3 updates to product file and then we ask scc team to refresh their data

I did ask autobuild team to add "PublishFlags: create_empty" to the project config as I can't edit https://build.opensuse.org/projects/SUSE:SLE-15-SP3:Update/prjconf
