Setting RuntimeWatchdogSec in /etc/systemd/system.conf allows systemd to use the hardware watchdog. This has worked fine up to 15.2, but now in 15.3 it does not work anymore. The problem has been discussed upstream here:

and a fix has been implemented here:
  https://github.com/systemd/systemd/pull/17895
Please add commit:
  https://github.com/systemd/systemd/commit/61927b9f116bf45bfdbf19dc2981d4a4f527ae5f
to systemd in leap 15.3 to fix this problem.

Fix backported to Leap 15.3, it should be available on the next update.
