Reproducible by going to meet.google.com and caused it to not join a meeting correctly (sometimes shows self camera but not others)

Might not be related but I don't have a FIPS device enabled in settings->security devices.

just had a look at the most current version of firefox and it is now 92.0.  i just wonder if this issue has been fixed in that version

This is 92.0 on ThinkPad X230 affected.
That same version of ff is all OK with Dell N4110.

THere is yet another confinement method that blocks /proc/sys/crypto/fips_enabled i would say. 
we added read support in our patches, but there might be a newer / changed confinement that needs to be adjusted.

This was reported against tumbleweed and AFAICS TW already has:
+  policy->AddPath(rdonly, "/dev/random");
+  policy->AddPath(rdonly, "/proc/sys/crypto/fips_enabled");
(and not "files->Add("/proc/sys/crypto/fips_enabled")").

So it occurs to me the SLE requests are not fixing the original bug?

There are multiple sandboxes. We (SLE and TW) already had these lines for the other sandboxes, but a new sandbox for socket processes was introduced by upstream.
So we had to add it to that new sandbox as well.
