Looks like it was removed by https://github.com/yast/yast-network/commit/9312e52420d993272badb4de41f91ed78cdb33ef in SLE-15-SP2 (network-ng was introduced in yast2-network) and thew new widgets for the interfaces table and the buttons does not contain any help. As commented this should be broken since SLE-15-SP2. We are fixing it only for SLE-15-SP4 and Tumbleweed by now. Fixed by https://github.com/yast/yast-network/pull/1281 (yast2-network-4.4.37) Fix verified |

While in the Overview tab of the Network Settings page, clicking the Help button shows the popup Help window without any text.
