To move things forward in

we would as a first step need grub2-i386-efi on x86_64.

grub2-i386-efi is built on i586 and needs to be exported to x86_64

ExportFilter: ^grub2-i386-efi.*\.noarch\.rpm$ . x86_64

build of grub2 is in progress and should show the result soon™

Latest TW is efi-32 bootable.
