The dialog "Select a Root Partition" says: There are several valid root partitions in your system. Select one item in the list.

It could provide more information than just the partition name (/dev/hda3), e.g., a Product name (openSUSE 10.2) if such exists on the partition, or the file system type.

How does it inform user when there is no detected system (no SUSE), is the partition also offered?

There is no check for specific suse partition and there's a popup if no linux partition is found.
