When printer configuration is done, yast finishes itself, the final system is started and all configuration of the "hardware configuration" phase is lost. If you reboot that system it will restart in installation mode. 
You can fix the problem if you start the printer configuration manually . Then the installation CDs are requested, CUPS and printer drivers are installed. After another reboot, the hardware configuration finishes successfully and the system is finally fully configured. 
So either printer configuration must be fixed to be able to request installation media also during "hardware configuration" stage ot CUPS and related packages have to be added again to the default installation.
