Yast2 just display the elements can be modified by current User.
So , i need use "su" switch to root , and input "yast2".

In which desktop environment(s) does that happen? KDE? GNOME? Something else?

It's just happen in GNOME environment.

This is a GNOME bug, not a YaST bug, and already known.
