I downloaded an rpm -package for Konversation irc-client (v. 1.0), and when I tried to install it from the local package on my hard drive, yast downloaded the konversation package (0.18) available in its repositories defined in Install sources and installed that instead.

(I have also had problems before with such installation using locally dowloaded  packages. Yast replied that "Resource not on installation media" or something like that and nothing got installed (happened with all packages that I was trying to install). But the formerly mentioned happened now after updating yast2..)

Use: rug in ./loca-file to install it.

There are duplicate bugs that the local install does not work, so I'm closing this.
