scantv is in /usr/bin, but kaffeine(Yast) looks for it in /usr/X11R6/bin
furthermore scantv does not work even if found via manual link
because "PAL not known"

So DVB-T does not work.

Grepping through Kaffeine source code shows no single instance of "scantv"? When/where/how does it look for scantv?

I cannot run the PC in question now (X Server problem)
From what I remember the module in question is only called when a 
DVB-T card is detected, for the initial channel search (and manual
channel searches).

this seems to be about yast2-tv - no idea how kaffeine came into play

Fixed in yast2-tv-2.14.0 (/usr/X11R6/bin/scantv -> /usr/bin/scantv)
