If I install without rug and zmd, the registration module asks me to install rug/zmd.  This should not be needed.

If I press cancel it works as intented - YaST should not ask at all.

Agreed, it should not ask anymore on openSUSE, but still should ask on SLE10. It might be wise to add something into the log file, so we know what is going on.

fixed in yast2-registration 2.14.1 and submitted
