This is on openSUSE 10.2 and on a fairly recent Factory.

If a package is not available, one gets a dialog show with three options:
  Abort   Retry  Ignore

Choosing Abort and Ignore both stops the installation and calls SuSEconfig.

Expected: As before (9.x, maybe also 10.0), "Ignore" skips that package (and possibly all package depending on it) and continues installing the other packages.
