This is STABLE/FACTORY as of Monday or so of this week.

Qt YaST issues a nice warning when being invokved as a regular user:
"YaST Control Center is not running as root. You will only see modules
which do not require root privileges"

Invoking ncurses YaST as a regular user, one does not get this warning
and indeed all YaST modules appear in the menu.

I don't know if there has ever been such a popup in ncurses menu. If there was, I'm just too young to remember that :-)

Anyway, if it's missing and indeed all modules appear to regular user, it is certainly a bug.

Done. 
Would be nice to have this in SLE SP1, too, but due to text freeze and tomorrow's translation deadline I've fixed for stable only.
Just grab yast2-2.15.15 and give it a try.
