The two clipboards are supposed to be separate. As of two KDE releases ago, they were no longer separate.

Could someone please fix this?

what happens if you set "clipboard/selection behaviour" to "separate clipbard and selection" in klipper configuration?

That is how klipper has been configured all along, at least for me.
