In YaST Software Management, if you don't select any items for installation or removal, and click finish, Software Management will simply close. Although this makes sense if nothing should be changed in terms of installed packages, it doesn't make sense if there are changes in terms of packages marked never to be installed. If someone marks or demarks a package to never be installed (Taboo), and doesn't select any other changes, YaST will simply close thereafter without prompting if the user wants to continue making changes. Note that this may be dependent on several bugs that cause the 'Taboo' state to not remain persistent, for example, Bug #164445 (if YaST doesn't save Taboo information, it may not have anything to do if the only changes are toggling any number of packages' 'Taboo' states, and thus, exit because YaST is under the belief that it has no further tasks to complete).

I started the package management, set one package to "Taboo" state and pressed [Cancel] button. A popup asking we whether I wanted to abandon all changes appeared.

Do you mean the question "Install or remove more packages?" when package installation is finished?

Fixed in SVN, will be fixed in yast2-packager-2.15.39
