YaST doesn't get translated if the language is changed through the "KDE Control Center", even when the corresponding yast translation package has been previously installed.

It's because KDE Control Center is just for KDE and not system wide (and yast is not a part of KDE). Therefore you have to use both the KDE Control Center and YaST.

I will mark this bug report as an enhancement.

Yes, YaST uses the system language, not the KDE translation.
