The mule unicode package is provided for xemacs but not for emacs.

Emacs 22.1 is full UTF-8 compatible and does need mule anymore that
is that only a minimal set of mule support is included, see

   /usr/share/emacs/22.1/lisp/international/mule*.el.gz
   /usr/share/emacs/22.1/lisp/international/mule*.elc
