I proposed to apply a fix for treating Japanese dvi files. (No.154674)

It seems to be applied the fix, that is, 

 # dvi2tty -h

displays 

  -J    Enable auto detect fot NTT jTeX and ASCII pTeX

But, it can't treat Japanese dvi files.

So, I applied the fix (proposed #154674), then it can treat Japanese dvi files
at the moment.

dvi2tty is not a free software package and therefore not part of
texlive distributed be us.   There is currently a sseparate package
dvi2tty but AFAIK it is also not free software.
