This is with Factory and probably only visible with big files or with slow download rates.

If I install a package, no progress bar is shown for the package download (it remains at "0%"). When the package has been downloaded, it is installed and the RPM progress bar is shown.

I don't think you need the y2logs, but if you do, please tell me so.

As I've succeeded to reproduce both in Qt AND ncurses, it is not an UI specific issue. Package-callbacks (Lado)?

Yes, this is package callbacks related, the download progress callback is not registered correctly.
