both of them are the GPL license. packaging that once is enough, packaging it twice is just bloat.

No, we haven't separated 10.3 and 11.0 in SVN yet.

doesn't seem to be fixed, I still get them in all yast2-trans-* packages

Indeed. Karl, you need new devtools and to make -f Makefile.cvs before make package so that you get fresh copies of the makefiles from the devtools.
