I just installed 10.3 beta1 x86_64. 

# zypper in openslp-devel
* Reading repository '20070814-063454' cache
* Reading installed packages [100%]



Ten minutes later. zypper is still at 97% CPU utilization, and nothing is happening.

Yes, known issue, please, use --name as a workaround (uses the old way to select resolvables to install).
