tcsh can expand commands to full path by normalize-command (^X?)
example:
ls^X?  --> /bin/ls

New version not possible, instead shell is beeping.

Checked my bindkeys and shows that it's still bound to "^X?":
"^X?"          -> normalize-command

Running an old 10.2 tcsh under 10.3beta2 works fine.
