If one goes to timezone client, clicks 'Change' to change current time and chooses to 'synchronize with NTP server', next time (s)he comes back to this dialog, 'manual' mode of synchronization is selected again.

The client should remember what has been selected before and (un)check related radio button accordingly.

Fixed in yast2-ntp-clietn 2.15.10 and yast2-country 2.15.19
