I would opt for choosing upgrade type exactly where user chooses if she/he wants to install/upgrade/repair. Why?
a) it is more natural flow -- you select in one place (so: once) that you want to upgrade and it is a clear choice, now you have to choose twice 
b) the current placement is already overcrowded while the initial one has 4 (yes, four options)
c) possibility to optimize network transfer -- when yast know it is a real upgrade it does not have to download so many stuff

I see your point:

  * Only upgrade
  * Upgrade with installing new software

These options should be more visible...

BTW: c) -- there is no possibility to optimize network transfer from this point, that's task for a libzypp.

In few days it will be closed as wontfix which is very awkward because this report seems valid. What is the status on this after one year?

Anyway, it doesn't seem to be needed as it depends on new product (DVD) layout and which patterns will be required for the product. Lybzypp should work we'll while updating a minimal system.

Because the LATER and REMIND resolutions have been removed, the resolution of this bug has changed from LATER to WONTFIX. If this bug needs to be reconsidered, reopen it and set a future "Target Milestone for Fix."
