yast2-qt is behaving properly in the timezone module.  To reproduce, launch the timezone module by right-clicking the intlclock, selecting "Change Date or Time" (or by launching as root: /usr/lib/YaST2/bin/y2base timezone gtk).  Select a different time zone in the list view on the right-hand side of the window.  The displayed time below the list view should update to the selected time zone.  This isn't happening.  If you check the qt version, this is working fine.

Yeah, you need to double-click those entries. I think this has been fixed in the yast-gtk update. At least it is fixed for 11.0.
