Education:/desktop OBS repository has the packages latex-beamer, latex-pgf and latex-xcolor (beamer requires pgf and pgf requires xcolor). They are uninstallable because texlive-latex-2007-69.2 package already provides ("updates") them.
Eliminating these packages would be enough (I suppose they are still needed for <10.3), but the fact is OBS has beamer 3.07 while texlive-latex only has 3.06. Being able to update beamer without a full new texlive-latex package would be good, so I think beamer should be splitted from texlive-latex package.

Thanks for the report! I forgot to disable these packages for 10.3 as I added this repository... Disabled now for Factory _and_ 10.3. So the original bug is fixed.

Re-assigning to the maintainer of texlive-latex: Werner, what do you think about splitting of the beamer class from texlive-latex?

I'll never split off part of texlive, this will become unmaintainable.
Update will be happen only for texlive not for any package included
therein.
