I mean focus stealing policy.

For example -- I could run yast in desktop 1, click on module (software repos for example), switch to desktop 3, and SR will appear on desktop 3.

That's window manager behaviour. That's how your window manager (kwin in this case) does it. That's also not somehing you can influence from an application.
