* from control center started 'date and time' module
* in date and time clicked Change button
* in change date and time dialog clicked on synchronize with NTP server
* scrolled down list of NTP servers but did not see any from pool.ntp.org 

yes there is a check box for "use random server servers from pool.ntp.org" in the NTP configuration dialog. but I'm guessing most people won't get that far and will just randomly pick a server in the list in the "Change date and time" dialog. Why not just add north-america.pool.ntp.org, europe.pool.ntp.org, etc. to that list?

The list either
1. shows configured servers that you already have in /etc/ntp.conf
2. proposes some servers provided that /etc/ntp.conf does not exist, or contains no servers

In the proposal 2, there is always $country.pool.ntp.org (e.g. nl.pool.ntp.org, bw.pool.ntp.org,...). If you don't see any of the pool servers, it means something is already configured in your /etc/ntp.conf.
