As the screenshot shows, the radio buttons are not selected initially. However, there always must be a selection.

The problem was in old version of yast UI. There were a lot of changes from code 10.3 to 11.0. After updating yast2-core(2.16.17-5) yast2-qt(2.16.12-7) and yast2-ncurses(2.16.7-7) the problem with yast2-kdump was solved.
