User Management and Group Management are shown as two separate icons in the YaST control center. But they show the same content. So I suggest to rename one of them in "User and Group Management" and remove the entry of the second module from the YaST control center.

I am sorry, but I wasn't sure whether it is a topic for FATE or bugzilla, so I tried Bugzilla first.
