I updated 10.3 -> 11.0 beta1 today.

/etc/permissions.local was ignored - I noticed this when the updater told me about the missing suid bit on zypp-checkpatches-wrapper.

This problem is probably caused by the removal of the second stage of installation.

Please make sure that permissions.local is used on update.

(workaround: run SuSEconfig in the installed system)

Well, if simply calling SuSEconfig fixes the problem then /etc/sysconfig/security must be correct and yast or whatever program you used for updating didn't call SuSEconfig. Please attach yast logs.

FYI: Installation was done with the install kernel/initrd as grub menu entry, packages etc. retrieved via network (nfs) source.

there is no indication that suseconfig was run at all AFAICS. reassigning to yast maintainers.

... well, SuSEConfig is called after installation is finished (by init scripts) but I'll add it to the automatic configuration.
