Because of bug 383189 knetworkmanager is started without NetworkManager actually being available. Instead of telling the user that without NetworkManager knetworkmanager cannot work.

What it mediates via the greyed out icon is that the network is not active, which is wrong and different from a not existing network-connection, due to NetworkManager not being available.

Further it offers the functionality to work in "offline mode" which should only be offered if it actually worked and if it would be possible to switch back to "online mode" afterwards.

Expected behaviour:
- Do not mediate a not active, but a not existing connection.
- Do not mediate the ability to manage the network without NetworkManager being available.

Done in SVN already. We'll get the patch with an online update.
