That's the text in the manual--maybe, you can make use of it (or correct it ;) :

  <para>You can change the date and time manually or opt for synchronizing your
   machine against an NTP server, either permanently or just for adjusting your
   hardware clock.  If you want to set date and time manually, proceed as
   follows:</para>

Thanks, I used some texts from manual. 

Fixed in yast2-country-2.16.20, I expect that Jiri will send you new potfiles.
