No, such widgets are not removed but disabled. You can see it's using a different font - Jimmac, perhaps you can find a better way to signal disabled state in your theme? The best way to signal it's disabled is still to not have it in the first place :-) If that's beyond your options, second best would be to make it invisible. While having the button there at all is questionable, there's definitely something fishy with the insensitive buttons state. I recall having it have just an outline of the button, not the shaded fill. The highlight text is also broken, making it look fuzzy. Attaching a mockup of what I'm aiming for.
