zypper in shell mode ignore the -r option.

For example "in -r foo -f bar" to force downgrading to the package "bar" found in "foo" does not work, while from the shell, "zypper in -r foo -f bar" does.

This is plain inconsistent.

You mean the other way around (outside of the shell it works)?

Yes, shell is currently usable only if you don't manipulate loaded repositories.

Zypper shell is not a priority anymore.
