In KDE 4.1.0 from the KDE:/KDE4:/Factory repository, the abovementioned three applications do not really "quit" when file->quit.

"Not really quit" means that their process still exists and have to be manually killed.

its an ongoing discussion upstream and about to be fixed as far as I know (for kmail). kopete's state is unknown, reassigning for clearing up.

Is it fixed with current kdelibs4 packages from KDE:KDE4:Factory:Desktop containing as last change?

Yes, it's fixed with kdelibs4-4.1.0-27.1
